Y-12 NATIONAL SECURITY COMPLEX
Constructed in 1943, the Y-12 National Security Complex in Oak Ridge, TN is one of the nation’s most important national security assets. In 2019, the Department of Energy and National Nuclear Security Administration elected to reduce the size of the “Protected Area” located at the Y-12 National Security Complex. The project bid in 2020 as planned. However, a material breach of contract by a major subcontractor required emergency measures. The construction manager re-bid the electrical and communications reroute portion of the contract with an extremely tight turnaround of only 7 calendar days!
To meet the deadline, Kirkpatrick Program Management was engaged to estimate and bid the work on behalf of the responding subcontractor. This major scope of work consisted of installing a new Perimeter Intrusion Detection and Assessment System (PIDAS), re-routing medium voltage underground circuit, installing a new 13.8kV overhead circuit, installing 12,000 LF of new underground electrical duct bank and conduit, installing 7,000 LF of new security duct bank, 20,000 LF of MV conductor cable, new wood poles, new ductile iron poles, all associated MV switchgear, transformers, and panel equipment, as well as demolition and disposition of obsolete equipment. The total base investment for the Department of Energy is $9,305,000 with an add alternate for an accelerated schedule totaling $1.4 million. Kirkpatrick Program Management delivered the base bid and alternates accurately and on time.
